The shrine was built in 1895 to commemorate the 1,100th anniversary of the founding of the capital. It is a replica to three fifths of the size of the first imperial palace in the ancient capital Heiankyo. Within the precincts there is a costume museum which exhibits the costumes used in the Jidai Matsuri (Festival of the Ages), an anuual spectacular procession.
