I n the middle of the 19th century, Japan complied with the demands of the World Powers to open up its borders by opening four ports to foreign trade, one of which was Kobe. A settlement for foreigners, close to the port, and also an international area in which both foreigners and Japanese lived side by side was set up in Kobe at that time. Today, in Kitano, you can still see the so-called "foreigners' houses " or Ijinkan of which about 30 still remain, with names such as Weathercock House, Rhine House and House of Scales.
