In 694, Emperor Kammu planned and initiated construction of a new capital in a location surrounded by the three hills of Yamato (Mt. Unebi, Mt. Amanokaguyama and Mt. Miminashi). The capital was patterned after the capital of the Tang dynasty, China, and took four years to complete. Empress Jito and Emperor Mommu held court here until 710 when the capital was moved to Heijokyo. It is said that Empress Jito promulgated the Taiho Code here to establish a "ritsuryo" system, or a system of centralized autocracy derived from a Chinese model.
